Brief History of HealthWays

Since 1964, HealthWays, Inc. has provided compassionate behavioral health, substance use treatment, and Intellectual and Developmental Disabilities (IDD) waiver services to individuals and families throughout the Ohio Valley. Our mission is to make high-quality, person-centered care accessible within the communities we serve.

HealthWays was founded in response to a clear need for local mental health services in the Hancock and Brooke County region of West Virginia. In the early 1960s, residents recognized that individuals facing emotional and behavioral health challenges had limited access to professional care. At the time, the community had no psychiatrist, psychologist, or professional social worker practicing in the mental health field, and the closest services were located more than 25 miles away in Wheeling or across state lines in Ohio and Pennsylvania.

Concerned citizens began organizing in 1962 to explore how a local mental health program could be developed. That same year, the Weirton Women’s Club launched a special initiative to establish a Mental Health Society. Their efforts led to the incorporation of the Hancock Brooke Mental Health Society on September 25, 1963, following a series of public meetings organized by a volunteer steering committee composed of physicians, clergy, teachers, nurses, social service professionals, and other community leaders.

The initiative quickly gained support from local organizations, including the Hancock County Medical Society, the Women’s Auxiliary to the Medical Society, the Hancock Council of PTAs, the Ministerial Association, and numerous civic groups. Community education became a central part of the early effort, with speaking engagements, workshops for teachers and nurses, and outreach programs designed to raise awareness of mental health needs and available resources.

Early planners also compiled a regional directory of services related to emotional issues and behavioral health, including resources in Pittsburgh, Wheeling, West Virginia University Medical Hospital, and state institutions. The group’s initial surveys and research highlighted the need for earlier identification and treatment of mental health concerns, leading to recommendations that local school systems employ school psychologists to better support students’ mental health needs.

From these community-driven beginnings, HealthWays evolved into a comprehensive provider of behavioral health, addiction treatment, and IDD services. Today, the organization continues the mission established by its founders, ensuring that individuals and families in the Ohio Valley have access to compassionate, competent care close to home.
